Measure it yourself first. Hold a thermometer at the air intake, then at the outlet, after fifteen minutes of running. A healthy difference is 8 to 12°C. If it is 5°C or less you have a real fault. If it is 10°C or more and you are still hot, the machine is working and the problem is its capacity or the room's insulation.

Does cleaning really lower the electricity bill?

Yes, measurably. A dirty coil forces the unit to run longer to reach the same temperature, and a dirty outdoor condenser raises discharge pressure, increasing compressor current draw. Cleaning both ends returns the machine to its design operating point, and it is the cheapest thing you can do to cut consumption.
